通过分析我国当前电力市场竞价上网存在的问题,指出在电能用户电价未开放情况下,发电侧市场是不稳定市场,上网电价可能上升到不合理程度.并讨论电力需求弹性对电力市场运营的影响,论证政府对电力市场调控的必要性与可能性,推荐了我国电力市场竞价的模型框架.
