Abstract：
我国土地使用制度从无偿到有偿的变迁过程中,出现了土地征用制度、使用制度不合理、土地管理双轨制和地方政府行为扭曲等新问题.我们可以通过调整利益分配关系,调整信号识别体系以及实施公开透明的土地使用制度等解决土地管理中存在的问题.
